EDA developed a concept plan and presented it to the Western District Coalition, which is comprised of the Gu Vo, Pisinemo, Hickiwan, and San Lucy Districts.  The concept is to build a small retail center on the west side of the Tohono O’odham Nation located just west of the San Simon Community.  This location is extremely favorable because the site is adjacent to Highway 86, the community is growing due to new projects like the West Side Clinic and the proposed new West Satellite Campus of the Tohono O’odham Community College and the essential infrastructure is already in place.  The Western District Coalition would finance, build and lease the retail space to different businesses.
